Skills-based hiring is an approach to selection that evaluates candidates on demonstrated competencies: what they can actually do, rather than on credentials, job titles, or years of experience. Where traditional hiring uses educational qualifications and work history as proxies for capability, skills-based hiring attempts to measure capability directly through structured assessments, work samples, and task-based exercises. The approach has gained significant momentum among large employers seeking to expand their talent pools, reduce credentialism, and make selection decisions that are more directly tied to role requirements.

What Do We Mean by a Skill?

Because skills-based hiring is a relatively new label, it is worth being precise about what a skill actually is. Two features define one. First, a skill is malleable: it can be developed and improved through formal training, informal experience, coaching, and self-directed learning. Second, a skill is desirable: it is better to have than not have. These two properties separate skills from fixed attributes and from neutral characteristics.

A useful distinction sits underneath this. Personality traits are tendencies, the characteristic patterns of thinking, feeling, and behaving that a person tends to show, averaged across situations. Skills are capacities, what a person is able to do when the situation calls for it (Soto, Napolitano, & Roberts, 2021). Traits are the underpinnings; skills are the applied capability that traits, values, and learning combine to produce. This is why two people with similar underlying dispositions can differ in skill, and why skills can grow while traits remain relatively stable.

Skills come in two broad types. Technical or hard skills are domain-specific: coding in a particular language, financial modeling, operating a piece of equipment. They are tied to a field and often have a clear right answer. Soft skills are the social, emotional, and behavioral capabilities that matter across almost every role: communicating clearly, collaborating, adapting to change, regulating one's emotions, influencing others. They are not job-specific, which is precisely why they generalize.

The term soft skills is used interchangeably with a long list of others, including competencies, social and emotional skills, people skills, non-cognitive skills, and life skills. The labels differ but the underlying idea is the same. The OECD captures it well, describing these as individual capacities that are manifested in consistent patterns of thoughts, feelings, and behaviours, can be developed through learning, and are important drivers of life and work outcomes (Chernyshenko, Kankaraš, & Drasgow, 2018). In practical terms, a competency is an observable behavior, and that behavior is produced by an underlying mix of personality traits, values, and attitudes. When an organization says it wants to hire for a competency such as collaboration or resilience, it is describing a soft skill: a behavior, rooted in disposition and shaped by learning, that can be measured and developed.

Why Skills-Based Hiring Has Emerged

The traditional hiring model relies on credentials as signals of capability. A degree from a selective institution, a job title at a recognizable employer, or a specific number of years in a function are all used as indirect indicators of whether a candidate can perform the role in question. This reliance on signals rather than direct measurement has two well-documented consequences. It systematically advantages candidates with access to elite educational and professional networks. And it produces hiring decisions that are less accurate than direct measurement of the relevant capabilities.

Wernimont and Campbell (1968) established the conceptual foundation for this critique more than five decades ago. Their distinction between signs and samples, indirect indicators of underlying capacity versus direct demonstrations of actual job behavior, remains the clearest framework for understanding why skills-based hiring is scientifically defensible. A credential is a sign. A structured skills assessment is a sample. Samples, when well-designed and closely matched to job content, produce more direct evidence of whether a candidate can perform the role than signs do.

Hunter and Hunter (1984), in the foundational meta-analytic comparison of selection method validity, confirmed that work sample tests produce strong criterion validity for predicting job performance and consistently outperform reference checks, years of experience, and educational credentials as predictors. The evidence for measuring what candidates can do rather than inferring it from where they have been is robust and has been available for decades.

What Skills-Based Hiring Actually Involves

Skills-based hiring is not a single method. It is an approach that can incorporate several distinct assessment formats, each with different properties and suited to different roles and decision contexts.

Structured skills tests present candidates with defined problems or tasks and evaluate their responses against a consistent scoring rubric. Coding tests, writing assessments, financial modeling exercises, and data analysis tasks are all examples. These are most appropriate for roles where a specific technical competency is a prerequisite for day-one performance.

Work sample exercises require candidates to perform tasks that directly replicate critical elements of the actual job. A project plan, a client communication, a diagnostic analysis, or a process design exercise can all serve as work samples when they are grounded in a job analysis that identifies what effective performance actually requires.

Structured competency interviews assess skills through behavioral questioning, asking candidates to describe specific past situations in which they demonstrated relevant capabilities. These are most effective when the competency framework is grounded in a job analysis and scoring is structured rather than impressionistic.

Portfolio and evidence review evaluates demonstrated outputs from previous work. This is most relevant for creative, technical, and specialist roles where past work product is directly assessable.

Soft skills assessments evaluate the behavioral competencies introduced above, such as communication, collaboration, problem-solving, and adaptability, that are relevant across a wide range of roles but harder to observe through technical task exercises. Because these competencies are behaviors underpinned by personality traits and values, they can be measured reliably with validated psychometric tools. Soft skills assessments bridge the gap between technical skills evidence and the interpersonal and organizational competencies that predict performance in team-dependent, client-facing, or leadership roles.

The common thread across all these formats is that they prioritize direct evidence of capability over indirect credentials, which is precisely what Wernimont and Campbell (1968) identified as the more valid approach to selection.

What Skills-Based Hiring Does and Does Not Solve

Skills-based hiring is a genuine improvement over credential-based screening, and the evidence for several of its claims is solid. Removing arbitrary degree requirements broadens the candidate pool without reducing quality. Structured skills assessments produce higher face validity and better candidate experience than abstract cognitive tests for roles where specific competencies are a prerequisite.

The limits of a pure skills-based approach are equally important to understand. Skills assessments measure current competency, meaning what a candidate can do right now. They do not measure the learning capacity that predicts how quickly someone will acquire new skills as the role evolves, the personality dispositions that determine whether they will apply their skills consistently over time, or the values that shape how they will collaborate with others. Hunter and Hunter (1984) showed that cognitive ability, the capacity to learn and adapt, predicts job performance with higher validity than most skills-specific measures across a wide range of roles.

A skills-only hiring approach trades one set of limitations for another. The candidate who performs well on a technical skills assessment but scores low on conscientiousness may underperform once the novelty of the challenge fades. The candidate whose current skills are modest but whose reasoning capacity is high may outperform a more credentialed peer within six months. Both of these outcomes are invisible to a skills-only approach and visible to a multi-method battery that includes validated personality assessment, values and cognitive ability measurement alongside skills evaluation.

How to Implement Skills-Based Hiring Responsibly

Start with a job analysis. Identify the specific competencies, tasks, and performance standards that define effective performance in the role before designing any assessment. Skills-based hiring without a prior job analysis produces skills tests that assess convenient proxies rather than genuine job demands.

Match assessment format to job demands. Wernimont and Campbell's (1968) sample principle applies directly: the closer the assessment task is to the actual job task, the stronger the criterion validity. A coding test for a software engineer, a writing exercise for a content strategist, a financial modeling task for an analyst — each is a sample of the job's actual demands and will produce stronger predictive validity than a generic aptitude test administered in isolation.

Add validated psychometric measures. Skills assessments and pre-employment assessments built on validated cognitive ability and personality instruments capture independent and complementary variance in job performance. Schmidt and Hunter (1998) demonstrated that combining a cognitive ability measure with a structured skills or work sample assessment produces higher validity than either alone. The strongest selection process uses both.

Test for adverse impact. Request adverse impact analyses from any skills assessment provider before deployment, and run your own analyses on your applicant data. Skills assessments are generally more favorable on adverse impact than cognitive ability tests, but this is not universal and depends on the specific task and population.

Does skills-based hiring mean removing degree requirements?

Many organizations adopting skills-based hiring have removed degree requirements from job postings, but degree removal is the easy part. The substantive change is replacing credential screening with a structured, validated assessment of the relevant capabilities. Removing degree requirements without replacing them with direct measurement simply changes the proxy without addressing the underlying problem.

Can skills-based hiring be used at every level of seniority?

Skills-based assessment is most straightforward for roles with clearly defined, assessable technical competencies. For senior and leadership roles, where the relevant capabilities involve judgment, stakeholder management, and strategic thinking under ambiguity, skills assessment is harder to design and validate, and personality and cognitive data play a larger relative role.

How do you know which skills to assess?

A structured job analysis, identifying the critical tasks, performance standards, and required competencies for effective performance in the role, is the foundation of a defensible skills assessment. Assessments developed without a prior job analysis produce content validity evidence that is difficult to defend and may not predict the outcomes that actually matter.

Is skills-based hiring legally defensible?

Yes, when assessments are developed through a structured job analysis, validated against job performance outcomes, and tested for adverse impact. The Uniform Guidelines on Employee Selection Procedures require that any selection procedure with adverse impact be validated for the job in question. The same standard applies to skills assessments as to psychometric instruments.
